Organization Overview / Background

The Town of Whitby, Ontario is seeking a robust, hands-on, and dynamic Chief Building Official (CBO), who is accountable for the administration and enforcement of the Building Code Act, Ontario Building Code, as well as all relevant applicable law(s).

The Town of Whitby is a community in transformation in the heart of Durham Region in the eastern Greater Toronto Area. Whitby is the second-largest municipality in the region and one of the fastest-growing communities in Canada. Located on Lake Ontario and only an hour east of Toronto, the population of Whitby is expected to grow from 140,000 to more than 200,000 by 2031.

Position / Responsibilities

As a leader in the organization, this individual is required to demonstrate the Town’s CARE Core Values through daily interactions with individuals at all levels of the organization, external contacts, and elected officials. The individual holds staff and themselves accountable for the core values, the Code of Conduct, and the Respect in the Workplace policy. This individual is required to work closely and independently with the Senior Leadership Team (SLT) and Council Members and actively pursue appropriate changes as a necessary business function.

Position Profile / Requirements

An ideal candidate will possess a University Degree in Civil Engineering or Architecture, Professional Engineering (PENG) or Architect (OAA) designation is a must. Qualified CBO pursuant to the Ontario Building Code Act (BCA) and registered with a Building Code Identification Number (BCIN).

Possess a minimum of 10 years progressive responsible experience as a building official with at least 5 years of experience as a Chief Building Official managing a team of 15 - 20 staff. Proven mentorship skills as well as prior experience in leading cultural transformation and building a robust team is a requirement.

He/She/They will have prior experience working in a progressive community with complex high-rise residential and commercial/ industrial development as well as solid analytical skills, sound political acumen and the ability to distill complex information into easy-to-communicate language. Prior experience dealing with elected officials is also a requirement.
